Bob Hartley appointed Committee Chair

The appointment of Bob Hartley as Chairperson of the Lakehead Source Protection Committee (SPC) is a highly anticipated benchmark for the on-going process to develop a Source Protection Plan for the Lakehead Source Protection Area.

Hartley was appointed Chair by the Minister of Environment.

In his role as Chair, Hartley will oversee the local planning process to establish programs and policies to protect Municipal drinking water sources under the recently enacted "Clean Water Act, 2006".

Bob Hartley - Biography

Bob Hartley moved to Thunder Bay in 1969, as a High School Science Teacher, retiring in 1997.

Hartley was elected to Council for the Municipality of Shuniah Council in 1974, serving as Reeve and a member of Council until 1988. He also represented Shuniah on the Lakehead Region Conservation Authority from 1975 to 1989, serving 10 years as Chair.

In 1989, the Thunder Bay Remedial Action Plan Public Advisory Committee was formed, and Bob was elected as Chair and still holds that position.

In 1994, Hartley joined the Lake Superior Bi-National forum and is currently a member.

Since 1997, Bob is employed as an Investment Advisor, presently with Union Securities Ltd.

Source Protection Committee (SPC) and its Chairperson

The role of the Source Protection Committee is to develop a Source Protection Plan that protects sources of Municipal residential drinking water within in the Lakehead Source Protection Area. The Chair of the Committee will be responsible for guiding the effective operation of the 10-member Source Protection Committee. The Chairperson will be empowered to ensure that the Committee prepares a Terms of Reference, Assessment Report and Source Protection Plan for the Lakehead Source Protection Area and that broad public consultation occurs throughout the planning process.

The Minister of the Environment will establish and provide remuneration for the position. Expenses incurred with mileage and travel will also be fully reimbursed. It is expected Committee Chairs will commit a minimum of two days per week each month, with periods of increased demand, for a period of up to five years to develop the local plan. The Chairperson may be required to attend some evening meetings within the watershed area, with meetings and training in other regions or cities, e.g. Toronto.
