The Terms of Reference is the work plan that will guide the preparation of Assessment Report and Source Protection Plan related to the protection of the sources of water for Municipal residential drinking water systems in the Lakehead Source Protection Area.
The Terms of Reference outlines the responsibilities assigned to the Source Protection Committee, Source Protection Authority, Conservation Authority and Member Municipalities to produce the Assessment Report and Source Protection Plan for the Lakehead Source Protection Area. Timelines, costs and the list of Municipal residential drinking water systems to be included are part of the work plan.
Terms of Reference Approved
The Terms of Reference for the Lakehead Source Protection Area has been approved by Minister of Environment in accordance with section 8 of the "Clean Water Act, 2006".
The Terms of Reference for the Lakehead Source Protection Area was posted to the Environmental Registry on Monday, May 25, 2009.

Terms of Reference
The Lakehead Source Protection Committee will have 12 months from the anniversary date of the Terms of Reference being approved, to complete the Assessment Report for the Lakehead Source Protection Area. The deadline date for submission of the Assessment Report by the Lakehead Source Protection Authority to the Director of the Ministry of the Environment is May 25, 2010.
Proposed Terms of Reference (Submitted October 17, 2008)
The Proposed Terms of Reference for the Lakehead Source Protection Area, was submitted to the Minister of the Environment by the Lakehead Source Protection Authority for approval on October 17, 2008, there by meeting the October 20, 2008 deadline.
The Lakehead Source Protection Authority completed its obiligation for a 30-day public comment period publishing the Proposed Terms of Reference for review from August 20, 2008 to September 18, 2008.
Draft Proposed Terms of Reference
The Lakehead Source Protection Committee met its regulatory obligation for public consultation by publishing the Draft Proposed Terms of Reference for a 35-day public comment period from June 20, 2008 to July 25, 2008.

Regarding Terms of Reference (Draft Proposed and Proposed) for Lakehead Source Protection Area
Public consultation was a regulated requirement of the "Clean Water Act" for the Terms of Reference. A 35-day comment period was required for the "Draft Proposed Terms of Reference" with comments submitted to the Chair of the Lakehead Source Protection Committee. The 30-day comment period followed for the "Proposed Terms of Reference" with comments received by the Chair of the Lakehead Source Protection Authority.
In addition to the invite for public comment, Municipalities, First Nations, Great Lakes Advisory Groups and community stakeholders were also invited to review and comment on the two document for the Terms of Reference.
Public Consultation Process:
The approach for public consultation and engagement in the Lakehead Source Protection Area has focused on relationship building to create awareness of the “Clean Water Act” and the process to develop a local Source Protection for Municipal residential drinking water. Public consultation for the Terms of Reference was exceeded beyond the minimum requirements; with more than one Open House and multiple public venues for the public to access document.
